
Stormwater Management, Utility Infrastructure, & Civil Engineering Improvements
The existing underutilized properties were initially platted in 1938 but have remained largely vacant in unincorporated DuPage County with minimal improvements. As a result, the more than 8 acres that make up the site have not been modernized with best practices.
Stormwater Management
The existing acreage will be improved from its current condition. As part of the proposed improvements, the engineering plans call for implementing best management practices to manage the quantity and quality of stormwater runoff. This will help significantly reduce the pre-existing impact that heavy rains produce, reduce pollution in the runoff, and prevent erosion and sedimentation. This investment and modernization of the property to current standards will benefit how stormwater is managed and retained in the neighborhood.
The stormwater detention basin located at the north end of the development will have a water feature to add to its aesthetics, be landscaped, and offer seating areas connected by walking paths and trails.

Utility Improvements and Infrastructure
Since the properties are in unincorporated DuPage County, the City of Naperville’s utility service infrastructure is not adjacent to the parcels. The proposal calls for annexing the property into the City and utilizing the municipal utilities.
To facilitate this, LPC will invest in the infrastructure to bring this service to these properties. Critical components to accommodate future utility improvements and upgrades will be brought to the neighborhood as part of the buildout. The water main extension is a significant benefit as it continues the public loop and connects existing stubs. Looping provides redundancy in the system to limit downtime for maintenance or to provide water flow in multiple directions in the case of an emergency condition.
This investment in utility infrastructure is a substantial upgrade from current conditions and allows for additional improvements to be made in the future.
